Paul Carson is a security industry veteran with nearly four decades of experience spanning corporate security, complex investigations, retail loss prevention, and executive close protection.
Paul’s expertise in the Private Security and Investigative Services Act (PSISA) regulatory framework is both deep and formative. He led the sub-committee team as part of the testing and accreditation committee during the rollout of the Private Investigators and Security Guard Act, directly shaping the standards that govern the Ontario security industry today. This hands-on involvement in the regulatory development process gives him rare insight into the intent, application, and enforcement of PSISA licensing requirements.
In 2024, he founded the Security Guard Association of Ontario (SGAO), serving as its first Chairman of the Board — an organization representing a potential membership of 150,000 licensed security professionals across the province. His work has been featured in CBC News, The Safety Magazine, Canadian Security Magazine (where he also served as an editorial advisor on physical security), and other national media outlets.
Paul holds an MBA from the Schulich School of Business and completed RCMP Counter Terrorism Information Officer certification. His core competencies include PSISA compliance, licensing standards, physical security operations, complex investigations, and government-industry stakeholder relations.
Paul’s unique combination of front-line operational experience, regulatory development involvement, and industry advocacy positions him as a leading voice on private security standards, PSISA compliance, and the professionalization of the investigative services sector in Ontario.
