Peter Sloly is a former Chief of Police of the Ottawa Police Service and Deputy Chief of the Toronto Police Service, and a former partner at Deloitte, where he led the firm’s national practice serving defence, security and justice clients.

At Deloitte, Peter advised police services, courts, corrections institutions, national security agencies and the Canadian Armed Forces, and the ministries and oversight bodies that govern them. He also represented the firm internationally as a subject matter expert on safe cities, critical infrastructure protection and security convergence, the integration of physical and cyber security. His consulting clients have included Fortune 100 companies and high-net-worth individuals in the United States, the United Kingdom, Europe, India, Africa and the Middle East.

Peter’s 30-year policing career took him from the front line to Deputy Chief of the Toronto Police Service, Canada’s largest municipal police service, and then to Chief of Police in Ottawa, the national capital. In Toronto he championed crime prevention and community policing, applied emerging technology to build a new operations centre and streamline core processes, and modernized emergency preparedness, incident command and crisis response. As Chief in Ottawa he led the service through 2020 to 2022, when the pandemic, a national financial crisis, the movement to defund police and escalating public protests arrived together. The Governor General invested him as an Officer of the Order of Merit of the Police Forces for his contribution to policing and public safety in Canada, and he earned an international reputation as a progressive police leader who promoted privacy rights and protected human rights.

Peter is an Adjunct Professor at the University of Toronto and a Senior Associate Fellow of the Police Foundation in the United Kingdom. He served two tours with the United Nations peacekeeping mission in Kosovo and on several international development missions for the Government of Canada. He is a graduate of the Federal Bureau of Investigation (FBI) National Academy and the Canadian Forces College’s National Strategic Security Studies program, and holds a Bachelor of Arts in Sociology and a Master of Business Administration.
